Doraemon is a robotic cat, who travels back in time from the 22nd century to aid a pre-teen boy named Nobita Nobi.
Doraemon’s favourite food is dorayaki, a Japanese treat filled with red bean paste. Speculations led to dorayaki being the origin of his name. However, it was revealed in one of the manga chapters that his name originates from the Japanese word nora neko (のら猫) for “stray cat”, and the -emon (衛門) ending which is part of traditional Japanese names, is an archaic component of male given names like Ishikawa Goemon.
In March 2008 Japan’s Foreign Ministry appointed Doraemon as the nation’s first “anime ambassador.” Ministry spokesman explained the novel decision as an attempt to help people in other countries understand Japanese anime better and to deepen their interest in Japanese culture.

When a mysterious statue in a faraway land is toppled, two strange spheres and the spirit of an ancient evil wizard, Oulanda-sama, are set free. One of the spheres ends up in Nobita’s neighborhood. Nobita liked it so much that he wanted to keep it. Then he gives a name to it : Fuuko, (“storm’s child”). With Doraemon’s Anywhere door, Nobita and his friends traveled to the Wind village which was attacked by Storm Villagers leaded by Doctor Storm, a criminal archeologist from the 22nd century. By resurrecting an ancient weather weapon, Typhoon Dragon “Maafuga” – used by ancient evil Storm villagers to unleash the biblical Flood -, Storm hoped to conquer the world and cleanse a dirty 21nd century Earth.
In a recent article, Andrei Areshev, deputy director of the Strategic Culture Foundation, wrote, “At the moment, climate weapons may be reaching their target capacity and may be used to provoke droughts, erase crops, and induce various anomalous phenomena in certain countries.”
The article has been carried by publications throughout Russia, including “International Affairs,” a journal published by the Foreign Ministry and by the state-owned news agency RIA Novosti.
In the article, Areshev voiced suspicions about the High-Frequency Active Aural Research Program (HAARP), funded by the U.S. Defense Department and the University of Alaska.
“First of all, I would like to say that what I wrote in that article, even the citations, does not in any way claim to a be final truth. It is, if you will, speculation, in other words, the definition of an hypothesis,” Areshev said.
Areshev’s article also references an unmanned spacecraft X-37B, an orbital test vehicle the Pentagon launched in April 2010. The Pentagon calls X-37B a prototype for a new “space plane” that could take people and equipment to and from space stations. Areshev, however, alleges that the X-378 carries “laser weaponry” and could be a key component in the Pentagon’s climate-change arsenal.
Areshev also cites the U.S. government’s effort to use rain and cloud coverage to block the Vietnam Army’s supply routes during the Vietnam War.

Back in the 1970ies, Z. Brzezinski invoked in his Between Two Ages the theme of weather control, which he regarded as a form of broader social regulation. No doubt, the heavyweight of the US geopolitical thinking had to take interest not only in the immediate social but also in the potential geopolitical implications of influencing the climate. He was not the only author to probe into the issue but, due to obvious regards, information on the progress in the sphere of climate weaponry is unlikely to spill over secrecy barriers in the foreseeable future.
M. Chossudovsky, an economics professor from the Ottawa University, wrote in 2000 that in part the ongoing climate change could be triggered by the use of new-generation nonlethal weapons. The US is certainly exploring the possibilities of controlling the climate in several regions of the world. The corresponding technology is being developed in the framework of the High-Frequency Active Aural Research Program» (HAARP), the objective being to build a potential to launch droughts, hurricanes, floods, and earthquakes. From the military standpoint, HAARP is supposed to create a novel type of weapons of mass destruction and an instrument of expansionist policy which can be used to selectively destabilize environmental and agricultural systems of target countries. Technically, the system is known to be a set of sources of electromagnetic radiation affecting the ionosphere. It comprises 360 sources and 180 aerials having the height of 22 meters. Altogether the station emits 3,600 kW towards the ionosphere, being the world’s most powerful system of the kind. The program opened in 1990, is jointly funded by the US Office of Naval Research and the US Air Force Research Laboratory, and is implemented by several university laboratories.
Far-reaching hypotheses arise naturally in the situation. Venezuelan leader H. Chavez was ridiculed for attributing the Haiti earthquake to the impact of HAARP but, for example, similar suspicions crept in following the 2008 earthquake in China’s Sichuan province. Moreover, there is evidence that the US climate influence program not only spans a number of countries and regions but is also partially based in space. For instance, the X-37B unmanned vehicle orbited on April 22, 2010 reportedly carries new types of laser weaponry. According to New York Times, the Pentagon rejects any connection between X-37B and whatever combat weapons but recognizes that its purpose is to support ground operations and to handle a number of auxiliary tasks. The vehicle was built 11 years ago as a part of a NASA program which was taken over by the US Air Force 6 years ago and completely classified.
